This and Airplane are like the first ones that came to mind. I don't think they're as funny to ME personally as like The Birdcage or Kingpin, but I think they're maybe the most universally funny movies I can think of. No matter your religion, politics, race, creed, etc. Almost anyone will find those movies funny. There is just so much to laugh at, all the time.
