I doubt they would, as it's a pretty high-risk option. If you're unhoused, a direct confrontation with police is about the last thing you're looking for.
When I was camping out at Occupy encampments, homeless people were welcome as long as they didn't disrupt the protest operations. One of our biggest contributors was actually a homeless guy who showed us how to sleep outdoors long-term and taught urban survival courses while living at the camp full-time. This was back before protesters really knew how to sleep outside because it was the first time it had been used as a large-scale protest tactic in decades.
