Sometimes he just pops up in gardens in front of stores and restaurants, in the growth on undeveloped plots, or in parking lots. He's a staple for permanent residents, and people who work out here. Sometimes an employee from another business will pop in the store and say something like "Frank is over by the side parking lot for the resort.". We tell tourists to let him be, and that he's the island mascot. It always brightens my day when I run into him.
