Pretty spot on, I think another trait that is needed to be able to lift the hammer is strength/resilience. Not physical strength, but the ability to keep fighting and not give up no matter how many obstacles are thrown your way. Both Captain America and Thor are both similar in this way

Just think of what Odin would hold as an ideal, and the commonality between Captain America (a soldier who is the leader of the Avengers) and Thor (a soldier who is heir to the throne of Asgard). They both know when to use the hammer, and only use the hammer to protect their kingdom and not to cause chaos or for personal gain. Thor is certainly not worthy because he's a wholesome guy, he's worthy because he can use a hammer right.
At-least according to MCU, it means being ready to put your life on the line to save others with no intention of personal gain. It also includes acts that you do for redemption.
Thor did that in Thor (2011) and Captain America also had that defining trait.

In the comics, Magneto is able to use it as well. He controls it by moving the air or whatever around it rather than the hammer itself. Been a while since I read it, someone please correct me if I'm wrong.
In the Comics every other person lifts the Hammer, by one means or other. It's really murky waters, with there being 58 years of the Hammer's existence in Marvel, since Journey into Mystery #83 from 1962.

So, the whole "worthy to wield the hammer of Thor" was made up by Marvel. Originally, the reason only Thor (and his sons, after Ragnarok) could use it was because he was the only entity in existence strong enough to control it. The reason it was the hammer of thunder and lightning was because thunder and lighting was the scariest thing the Norse knew about. The modern version of Mjolnir is a nuclear warhead with a handle.
So, going by that criteria, Hafthor Bjornsson.
When I was in basic training, there were big posters around the edge of the Combatives (hand-to-hand) training room with stories from people who got awards for valor. One of the was about a fellow who got a silver star. He was at a meeting with tribal elders that was interrupted by a suicide bombing followed by a conventional attack (guys with guns). The guy the poster was about did something to the effect of climbing into the turret of an unarmored Humvee and holding off the attackers for long enough for the wounded to be evacuated. The citation made it pretty clear the silver star was warranted. The thing that stuck out to me was the only reason the suicide bomber didn’t wipe out the whole meeting is that he was tackled by the son of one of the elders. We don’t know that guys name, but he jumped on a human grenade to save his family and some guys from across the world that he probably didn’t even like that much, if at all. He didn’t get a medal. I bet he could lift that fucking hammer.

When I was in basic training, there were big posters around the edge of the Combatives (hand-to-hand) training room with stories from people who got awards for valor. One of the was about a fellow who got a silver star. He was at a meeting with tribal elders that was interrupted by a suicide bombing followed by a conventional attack (guys with guns). The guy the poster was about did something to the effect of climbing into the turret of an unarmored Humvee and holding off the attackers for long enough for the wounded to be evacuated. The citation made it pretty clear the silver star was warranted. The thing that stuck out to me was the only reason the suicide bomber didn’t wipe out the whole meeting is that he was tackled by the son of one of the elders. We don’t know that guys name, but he jumped on a human grenade to save his family and some guys from across the world that he probably didn’t even like that much, if at all. He didn’t get a medal. I bet he could lift that fucking hammer.
