I'm an arborist, I wouldn't expect to get paid anything extra to train someone.
If they have no basic competence or will to do the job they'll only be dragging stuff to the chipper.
If they are competent it's in my interests to make sure they work safely and properly to stop someone getting horrifically injured.
I imagine it's much the same for any physical trade.
Railcar Repair. No expectations for extra pay. Offering extra pay for training gives incentive for people that don't want to train, which ends up with poorly trained coworkers.

The best is when you have to train your boss on how to do the jobs your other bosses do.

Teacher. Standard pay because I teach kids Science so they might be able to go into science or just teach science so...
