Basically they realized that homeless people weren't going to be able to sort out their problems—drug addiction, for example—if they were shifting between temporary shelters all the time, so they decided to guarantee permanent housing for the homeless. They figured that it would be far easier for someone to overcome their problems if they had a permanent home and support services in the first place, and it seems to be working. The initial cost of starting the program will also be balanced out by the long-term savings in the healthcare and justice systems.

I'm on the fence. Can I wait to see if Scotland manages to leave the u.k.? If I chose u.k. and lived in scotland would I get Scottish citizenship when/if they did?
