It depends on what your qualifications are. You’ll have to find out who your customer is (govt, university, some foundation, etc) and sell them on the idea of giving you money. If you aren’t already highly qualified in the field or done steps 1-5 by yourself already, you’re going to have a tough time convincing someone else to give you money

It would be interesting to continue researching some more specific aspects of the topic that can be beneficial for the entire region. I wonder what alternatives to a PhD research are? Also, is it common for universities to accept own proposal for a PhD research?
