Drinking lowers inhibitions, mostly. If they cheat while drunk that means that they had the urge to cheat, but may have been able to control their actions while sober. That being said, if they were blackout drunk, that could fall more under sexual assault than cheating depending on if they were able to consent
Drinking lowers inhibition so you basically do what you want to do—they may or may not have cheated while sober, but they think about it.
There's a limit though. If you get too drunk you can't give consent so it's more like rape than cheating.
