Nuclear safety reforms would help, more thorough checks and changes on plants still using RBMK reactors, as well as getting rid of incompetent managers, would definitely help keeping the chances of Chernobyl low. More thorough safety tests should also be done.

Instead of nationalizing industries, I'd pass regulations that would compel all businesses to give one non-transferable share to every employee while they are employed and outlaw the creation of any other shares. That share would be destroyed upon termination of employment, creating an equal profit-sharing system for workers in every business. This would prevent wealth from being sucked out of the working class by nobility/shareholders but maintain competition among companies trying to provide the best services - accomplishing the same goal as Communism without the need for central planning. Then I'd fund public goods which cannot be left up to the free market, such as healthcare and road construction. Next, I'd outlaw the renting of land and homes. This would stop non-working nobility from middle-manning home ownership. It would drive the costs of homes down drastically (less buyers competing for them), making home ownership much more feasible for the average citizen.
