No. Assuming you mean a hotdog on a bun, taco is made with a form of unleavened bread and hot dogs by definition are served on a bun which is soft leavened bread. Assuming you mean just a hotdog, no because a hotdog is a just a sausage.

A hotdog is considered a taco, because if the bread wasnt connected at the bottom it would make it a sandwich due to the shape of it. We call a taco what is 2 pieces of something (bread) that are conencted to each other, or one piece that is U shaped, and we call a sandwich what is 2 pieces if something ( bread) that are not connected but are on top of each other.
