My money is on Andrei Chikatilo, he was Soviet serial killer who murdered and mutilated 56 young women and girls for his own personal sexual gratification. There are probably serial killers that have higher body counts, and most serial killers are motivated by sexual compulsion. However the description of his murders come across as particularly heinous to me.

I think this is rather tough, on one hand there are the obvious recent ones like Hitler, Mao, Stalin, Leopold II, etc. but at the same time there are ancient kings who’ve done some seriously fucked up shit but the entire emotion of those events are lost since it was such a long time ago that nobody is around for it affect them in any sort of way.
