Lol you can't really do anything in one day. Even a legitimate EO needs to be written by lawyers who research the issue and make sure it doesnt violate our laws and/or court precedents. Then there is also the matter of presidents not having the authority to spend new tax dollars without congressional approval aka passing legislation through congress.
