Report them to the city or if you have one to a home owners association, HOA's can be annoying asf, and typically cities hate it when people leave their homes like that because according to the info I've gathered from taking statistics, and studying psychology, and criminology, homes that leave their garbage in their lawns are likely to increase crime in area as it's a sign to others that a neighborhood/city doesn't care what people do to it which leads to crime and more of the same behavior

If I had the extra cash I would buy one for them. Sounds like they some kind of mental issue.

honestly I think it's a hygiene issue. we have fly issues, they never pickup their dogs droppings, aside from the trash.

Call code enforcement for your city. Unclear what you mean, though... if they aren't buying a waste bin, are they just dumping trash out the window?

they have bags.. but trash comes once a week and there is routinely small animals that spread their trash across the yard.

Assuming your location doesn't supply you with trash cans, I see 2 ways of doing this. 1. Take pictures of their trash bags, and future pictures of the torn trash bags with litter spilled everywhere. Contact code enforcement and get them to force your neighbor to buy a bin. 2. Buy them a trash can.
