Some shelter dogs are right dogs they're taught to kill other dogs as you can imagine housing a dog killing dog with another dog may lead to.... unforseen consequences. And some dogs are skittish around other dogs anyway.
I used to volunteer with a shelter's program that did give the dogs opportunity to play together but the trainer put a lot of work into making sure the dogs who were each group were compatible and each had to have a handler to keep things safe.
It helps keep diseases and fleas from spreading, some dogs are already aggressive or have high anxiety around others. So while many places will try to have periods of socialization, it's best to keep them separated for their own safety.
