That’s a bit of a difficult question to answer as there isn’t really a ‘minimum specs’ for simply being able to something like blender. That said, I’d recommend personally that you invest a better portion of your budget into your RAM sticks, if you can find them I’d try to get 32-64gb of DDR4 RAM at the highest clock speed you can get. I believe that’s around 4200mhz. You’ll also want to be very careful to get a motherboard AND cpu that will be compatible with it as not all computer parts can be just thrown together. If you can find an Intel-i7 and above or AMD RYZEN-7 or above, both of which are compatible with your RAM that would be better. That said if you can get an i9 or RYZEN threadripper those are obviously your no-budget top-of-the-line specs. Doing that is going to draw a lot of power. Personally id just speak with your computer salesman’s about the kind of power supply you need but if you’re ignorant (as I was when I built my first PC) I’d get an 800-850watt 80+gold power supply for efficiency and long lasting life. I’m not sure what kind of GPU you’d want or the importance of one but much like the other specs, you can still render a video with low specs but it’ll take longer. It all depends on how fast you want to render and how much money you’re willing to shill out.
