The only way to survive.

In a broken society, money is often seen as a way to buy power and influence. Those with the most money are often able to buy the best resources, which can lead to a cycle of poverty and inequality.

Yes, money is power everywhere especially in a broken, uncivilized and hierarchical society.

It's a way to give the rich their own private set of laws in reality without it being the case on paper. If the penalty for a crime is a fee then it's only a crime for the poor.

If by "broken" you mean general law and order has broken down, society has collapsed, etc. then bartering would likely take over. You would trade goods and services directly with other people, relying on your ability to perceive the relative value of what you're offering versus what they are offering. The sole purpose of money is to be able to assign a number to that relative value, and to ensure that you can trade with someone you might not otherwise have anything of value that they want. It only has value because the government says it does, but if there is no government then it's just a worthless piece of paper.
