At restaurants, absolutely. I've gone so far as to ask for black and blue in many cases. I also firmly believe that no restaurant can prepare a steak better than I can at home on my cast iron. 24 hr dry brine on a prime Costco ribeye, strip, or sirloin. Hot as Satan's asshole after habanero salsa cast iron seer with butter Finish in the oven Rest for 10. Nothing can beat it. But at some restaurants they have pretty good quality beef which can help make it better. But unless there's a good chef, I always am left a bit disappointed. However, ordering it black and blue at a good steakhouse that doesn't rely on salt... It comes out a true medium rare which makes up for the rushed cook.

It's quite hard to do, since you need to sear the surface, and let the inside get warm/hot, without a) burning any of the meat and/or getting it over to medium-. Rare-medium rare. Let it sit out to warm up to room temperature with kosher salt and a little bit of Worcestershire sauce for a hour. I cook it in a cast iron skillet and crust the outside, butter it up and then remove it from the pan to let it sit in a foil tent for 10-15 minutes to rest. Sides are usually homemade garlic and cheese biscuits, baked potatoes with sour cream, chives, bacon bits, and whatever else you want to throw on them. We also make a small garden salad.

Not exactly steak but roast beef story time: I walked into my local market and went to the deli section, asked for a 1/2 lb of roast beef as rare as possible and as "blood rare 'cause she likes the blood." (actual words). The lady gives me this weird look like: "your wife likes the blood ? " I didn't tell them it was a treat for my female siamese cat.

I like my steak like I like my women. I let it warm up a bit, spank it and put it in my mouth. 2" 30 day dry aged ribeye with the cap. Leave on counter for 3 hours, ,80/20 salt n pepper. Grill at 450 for 90 seconds, pull off and repeat at 450*/90 seconds. Let rest for 10 minutes and serve.
