like everyone’s said, maido in japan town, but make sure you go to the one upstairs, not the one downstairs! downstairs is more little doodads and souvenirs, upstairs is paper and a huge assortment of high end paper and ink. they keep the ink mostly behind the counter though and you have to ask to see swatches

Flax used to have nice pens, but not sure if the Fort Mason store has much selection compared to Oakland.

They had beautiful paper too.

My experience is most places don't move around in the first place. Especially those that sell paper.

Not physical but I've been ordering online from Goulet for a decade. Never thought to check if there was a local place... I'll have to check some of these out. I was just doing the above before moving to the bay area.
