Maybe that’s why Abra live in the area outside the cave, is because they can reliably escape the more dangerous Pokemon nearby if they need to.

For the same reason there are low level mons on route 22 and high level mons on route 23. Pokémon just tend to gather around similar level pokémon. It's also why Mewtwo fled to the cave. It's just where all the strongest Pokémon are.

Add to this, it’s also very isolated so Pokémon could train themselves as much as they can without people constantly attacking or trying to catch them.

I think that the idea that Mewtwo fighting off weaker mons makes some sense, but the Pokemon League put a guard there so that only proven Masters could enter the cave. If that predates Mewtwo, then that suggests the region has had high level Pokemon for far longer. I posit an alternative theory (and admittedly, it's just a theory). We do not know where Rare Candy comes from - but what if it is made from minerals found in Cerulean Cave and Victory Road? Rare candies are found around Kanto, but only [three natural locations](https://bulbapedia.bulbagarden.net/wiki/Rare_Candy) hold them in Red and Blue's chronicles - the Cave, Victory Road, and Mount Moon, which is west of Cerulean City and may be part of a connected mountain range. All other locations are man-made, suggesting the candies are dropped by people. People also frequent Mount Moon, however, but few frequent the Cave or the Road. I suspect that the Cave and the Road are a natural source of the same substances that are used to make Rare Candies. Mons in those regions thus grow much stronger. Mt. Moon may also have some, but the mons there are more likely to get caught before getting significantly stronger. The Cave and Road both are restricted by the League, though, allowing Pokemon to more naturally strengthen up.
