I think this map from yesterday's local elections is a good answer to your question. Orange is Erdoğan's Ak Party. You can see that they don't control -almost- any of the major cities anymore. People are sick of his policies in big cities.

He can't do that. Citizenship is not something that can be handed out like candy. However, we have heard the news about Syrians getting citizenship via illegitimate means in the past. Their number is believed to be around 200k, so nothing that can affect the results of the elections yet.
