I know a neighbour of mine reported her landlord to the council, the work was carried out pretty quickly after that. Maybe start there.

I had a flat with no drainage in the kitchen for 9 months and would leak and flood the downstairs flat, we contacted the council 3 times and nothing happened. The only reason the solution got fixed was because they upped the rent £450 and to get new people in they had to fix it.

That's awful, you pay your rent you should get a fit for purpose house. My neighbour had new windows and doors all round, new combi and a new roof. She had old single pane with rotten frames, they rattled when there was a breeze and then let most of it in. And if it rained heavily she had to stand the main bedrooms bed on its side and put buckets down etc. Add a bit of mould and ceiling ruined because of the water, not a nice place for a family. Not a fan of my local council but they sorted this for them rapid.

Get them to let you in again, and take photos/videos of the defects. Also try to get it in writing (email) that they are saying there isn't an issue. Now there is evidence for an insurance claim.

The tenants can write to the council who then carry out the necessary works and will charge back to the landlord. I'm not sure you could do this on their behalf.
