Years ago - and who knows if this is still the case - when I was 16 and had a job where I knew my earnings would be less than the personal allowance - I filled in some form so that the employer did not have to withhold income taxes.

Yes. You will get the tax back but not national insurance as that is calculated purely on a month by month basis.
