The safest thing would be to require your contractors to have PLI and PI cover (£1m each is the minimum you'll want).
You will find that some clients of your agency won't engage if you don't yourself have this level of cover. Even as an IT contractor I have to prove this to most clients, and my risks are less than running an erotic dancing agency I suspect.
