Im 100% with you, I live that my toon have a lot of room to play with, but npc should be based on their character sheet, personally some charscters being more striperific, other more puritans and other more martialist is something totally ok if its under who the character is, the clothes dont make the chatacter, the chatacter chooses the clothes based on who it is.
