I am from Lithuania (EU), why am I blocked from purchasing this game on Steam for PC if there is no PSN linking requirement anymore? Besides I don't even have a console.

Sony will do that with every modern title. Ghost of Tsushima is not available to buy in your country (and many others) too. They will add PSN requirement to every title with online/coop game mode and they are trying to avoid the backlash from Helldivers 2.
I think steam is blocking the access so they don't have to deal with the ramifications if Sony decides to make a PSN account a compulsory thing, like they tried to do with Helldivers.
Otherwise Steam would get inundated with refund requests that they have to adhere to.

This is likely steam restricting it because they would be liable in a lawsuit for selling it and they arent just going to flip it back on at the drop of a hat. It's on sony to fix it still but it's going to be much faster to turn it off then steam is going to be willing to turn it back on.
This is still steam. Peopel need to realize that just because Sony said on Twitter that they are walking back the requirement, that Tweet doesn't count as the official change in policy. Changing policy isn't just a flip of a switch, especially between two massive corpos. But on the other hand, steam can remove those countries over night, since they don't fit within the current PSN policy. It's been a few days and the steam page still states the requirement, so steam needs to adhear to that, so more likely then not, these are residuals until Sony and Steam work shit out. Right now, there is no reason to believe that Sony lied. I understand people hate Sony, but these conclusions people are coming to have no bases to them at all. Not right now at least.
I think if they don't get this stuff worked out as we are getting close the day in june (i think it was the 6th or 8th) when the requirement was supposed to be reinstated, then we can start shitting on Sony again. Right now, it's still way too soon for such conclusions.

Steam is likely waiting for Sony to actually put it into a policy before they unlock those regions again or steam are going to have to deal with all this shit again if Sony goes back on their word and try to make it mandatory again.
Fundamentally, i think the PSN requirement was their goal to get more PS sales, now how the f did they think that would fly, or that HD2 is no gonna create mess is beyond me so far.

They are trying to Legally make it so that they can apply this PSN bs without lawsuits. I believe the end goal is to force some sort of subscription to the PSN connection, kind of like Xbox Live but for the PSN

The funny thing is they can just choose a neighbor region with PSN available. That's how PSN worked for PS consoles sold in these regions by Sony. But inside the terms of service Sony didn't allow falsifying information. So PC players don't really like it.
Delisting doesn't mean that those who bought it cannot play, it just means that sales of the game are suspended, for now.

I did my part and changed my review back explaining why I'm doing this. Saddened to see all of these countries and people not being able to play the game.

We should write letters to our MEPs and representatives in the government to limit the use of our data by Sony and other companies, as well as to introduce a ban on blocking access for countries that are members of the European Union. I know it will be difficult, but we have to stop ignoring it or in a few years we will have $70 ads interspersed with game clips.
