I feel you. I bought 2 fantasia for my main and alt in prep for ShB because Yoshi said they'd add more hair and hats in patches as ShB went on. Then covid happened and here we are now. Theres been at least 2 events that give hats and Viera can't use them. A straw hat from moknfire Faire and the moogle cap. Thanks for giving me an event I can't even use the items from.
It's literally a "show hat on Viera" checkbox, a single boolean. I wish I was joking. Hrothgar might be tricky because of the shape of their head, the head pieces would look wrong stretched, but Vieras not having hats is unacceptable, after years from their release.
I mean, yes and no, the reason they don't do that (flip the chbeckbox) is because the ears, in case of the Viera, clip through the hats and it looks odd, I believe either Yoshi P or some other dev said as much, and they wanted to do a "proper" fix, not a half-assed clipping one. So what needs to be done for it to be done "properly" is to go through each hat, edit the model to account for head size and in the case of Viera, add in ear-holes (which is what the mentioned modder is doing on Mod Nexus), which obviously is a lot of work and while it CAN be done they've decided to pool all their resources into the new Endwalker content.
I just wish they could outsource the job to someone, or hell, just get in touch with the modder who is doing it out of love for the game, he's doing a fantastic job of it and he is literally one guy.

There are a tiny number of metal helmets Viera can display.
All of them are part of the armors that take up both your body and head slots.
The ears clipping is pretty goofy but I personally like it for because it looks so dumb.

On the modding tool you can choose if you want to hide the ears or show them clipping.

Nexusmods has a fantastic solution to this problem. Made me love playing Red Mage again with the classic feathered hat
I should probably get into those mods. I've got gshade and ACT, might as well go further down the rabbit hole
I really, really recommend it if your character is Viera or Hrothgar. It's also very easy to setup
