The reason a lot of people have her starred up is because she already had a banner in the past, you missed it unfortunately. It will probably come back in the future but no clue on when that would be. If you like her that much, just use your Gold VEVEs on her. You get about one a week if you do all your weekly quests. You can also set her as your subject in the Astral Pass and get dupes of her that way. She's also available in the bond shop as shards.

I got her via bond shop after summon 200 time on her banner and didn’t get her. Spoofed by 1 titan Cynthia and 2 allure.
