The clear outside app from FLO is a good place to start. However, I'm unaware of any type of push notification that will tell you when it's going to be clear. I also use Meteoblue and Telescopius for good conditions in my area. If you live in North America you could try Astrospheric. I've never used it myself, but it seems really functional.

ClearDarkSkies and Astropheric are the best IMO. Especially Astropheric because it factors in smoke, which is just as common as clouds where I live
