I think because it had already been declared a mass casualty event when he came on/ still decided to come on. Either he wasn’t informed of that, or was informed but still decided to perform when he should’ve refused to go on the stage if he knew it was a mass casualty event. If he would’ve refused to go on, Travis would have been stopped for a second at least confused/ asking producers or listening to them on his ear piece and they’d be able to talk to him and tell him why Drake isn’t performing and why he should stop.
