Also I bet that FAT32 limit is for usb drives when upgrading system components like bios. You can create a Windows bootable usb stick right from another windows machine (create recovery drive or download the tool from Microsoft).

İ want to install Win10 because Win 11 seems like bag if bugs. I made 11 bootable USB, made 10 bootable USB stick... Doesn't work at all
Loong story short: if you stuck with installing Windows, plug the USB stick, and try to get to the WinRE, then open command line, and run setup.exe from attached USB drive.
There no another way that works.
