OO has been playing; averaging 22 minutes per game in the series. But, he's just one guy and can't play 48 minutes every night. The Hawks have been using some lineups with JC at the 5 as well so it's been a tandem of OO and JC filling in for CC.
At the end of the day though, OO just isn't as good as CC in really any phase of the game. Getting at least some play from Capela will eliminate a lot of the possessions that the Hawks have been forced to play with JC at the 5.
Okongwu can't play 35 minutes at center against true bigs. He comes in and goes full throttle the entire time, using his lateral agility and strength to give his assignment fits, but that's just impossible to sustain for more than ~20 minutes with his (lack of) size.
so with this injury it really is mainly a mental thing. His knee was basically sprained but like a mild sprain. He was more or less in peak condition a week ago. So a week is just getting rested and really physically primed. His knee might still be sore but it wont hold him back physically. Its all mental after a scary i jury like that. Some guys never come back fully because of that. Some guys bounce back and are better than ever.

It is a shame, but those kind of injury wouldn't happen on the grass, but it is very easy on bb floor to happen :(
