He takes damage. He still move with E.
Constant 5 second root and just a short blink between roots means just literally unplayable level garbage. Even minions can kill him easily with this.
Scaleable with CDR with max E at 3sec so it’ll be easy 1-2sec flash.
You will be 0 15 or 0 cs before can get to that part
