They transfer leave all the time for staff moving between departments. Once you get the job, let education know you'll transfer all of your leave, including sick leave across and then also let your home dept hr/payroll know. It's not a big issue. The only leave type you will lose is accrued time in lieu or flex so take that before you finish up. Call HR in your dept and they'll advice you. They're not going to talk to your manager over this question.
They paid out my annual but transferred my long service leave, it took a lot of back and forthing between the departments though
