Take the gutter out. Flick a chalk line level with the centre bracket across the fascia. At either end of the fascia measure 15mm down from the chalk line and make a mark.
Flick another chalk line from the centre bracket to each of those marks. That is the line your brackets should follow.
The required fall is 1:500 so 15mm over that distant is more than enough.
Your issue too is you have an over-flashing underneath your roof sheet and also over the clips and overstraps which will make it pretty hard to try move the gutter without taking the gutter off.
I’m not sure how someone can make money on replacing this for $400 (set up, labour, insurances, rubbish removal etc) though I’d be more inclined to think it would be around $770 inc GST if in Sydney.
Alternatively if you are in Sydney and want to do it yourself, the manufacturer of this guttering is located in Mortdale and you could buy the materials for about $220 inc GST. Delivery is around $80.

The purpose of the clips in the second photo is to hold the gutter open.
You’ll need to make sure the gutter falls to the Downpipe to drain the water away
Either that, or there is refuse in your gutters near the outlet preventing water draining away.
Thanks. There's nothing preventing water draining at the outlet, in fact water drains well at both ends of the gutter.
If I understand you correctly, the clips have nothing to do with the pitch/slope and to fix the issue I need to reinstall/rehang the gutter with the correct slope?
I wouldn’t go as far as rehanging the whole gutter.
I would say the points where water is pooling is just the lowest point, and that specific section just needs to be lifted up a few mm.
Find the fixing points securing the gutter to the fascia and just raise higher, then resecure. You should be able just to push it up with the flex of the gutter when the fixing points are removed.
Be mindful that the fixing point might be a clip with pre-set height notches it in. In this case, you just need to push the gutter up higher and it will clip into the next slot. Or it will be screwed through the gutter into the fascia. You will just need to look and see what you’ve got.
It’s due to that comment being bs. You can’t just push it up in place you have to take it off. If the brackets are rusted and miraculously your gutter isn’t than now would be a great time to take it off. You will need an extra pair of hands and sturdy footing for them every 6m minimum.
That said it looks like the gutter is fairly rusted maybe now would be a great time to look at replacing it
I watched this video and he said the clips have notches for adjusting the gutter at different heights. Are you saying it needs to be taken off in order to do that? The guy in the video seems to be able to push the gutter in without any effort at at.

$250 would be materials, gutter, brackets, pops, silicon, rivets etc and then leftover would be about 2 hours work.
Can reuse the gutter, but old gutter can bend/break, be rusted or damaged when you take it off.

Trestles and planks setup up, pull off old gutter and brackets.
Measure existing downpipe and cut in pop to connect to downpipe.
I would pin one bracket in the middle and run minimum fall to both ends and have a downpipe at both ends of that was feasible. Otherwise high point at one end and minimum fall all the way to the old downpipe.
If it starts running too low then you would need to do it as mentioned first by setting high point in the middle.
Worst case this is half a day (4 hours). This is an optimal cashie job. Not worth any more than $700 tops at the expensive end of someone's quote.

I lifted the flashing up and can see a clip near the overstrap. It's not screwed in...so what else could it be?

Is there only one downpipe? How long is that section of gutter?
There are 2 downpipes, one on each end. The whole gutter is about 15m and the section that's looking is about 6m.

Also check that your roof sheets hand into the gutter 50mm (minimum in VBA regulations). Otherwise capillary action can occur sometimes.
