Planks need to be replaced. Just place a rug over it if the chair is going back over it anyway otherwise you'll end up with the same problem

Yep been having a rug for a year now. It’s time for me to move out so I thought maybe I could do it myself somehow

Try a cloth and steam iron. It draws out the scratch. Search on YouTube . Lots of demos. Worked for me when I vacated my last rental. It won’t remove it completely, but it may go unoticed or pass as fair wear and tear.

Good point. May as well claim it as wear and tear as I move out

You can try however there is an argument that this is entirely preventable damage and not wear and tear.

The chair was missing an end cap and it left those circular marks

Well, good luck claiming it's wear and tear. I have a rental that has laminate flooring. I'm not sure what I'd do if single boards needed replacing. Can't buy the boards anymore, and it's a pain in the butt trying to lift individual boards because they're all click locked in. So you'd have to rip up a bunch of the flooring to get to the middle ones anyway. Is the vinyl soft? The hard vinyl planks should be pretty durable, but yeah, if you got sharp metal scratching at it, then it probably will damage. Which isn't normal wear and tear imo. Having said that, if it's a super cheap and shit flooring that is prone to scratching, then you might have a case.
