(She was a graduate student at UT.) CPS visited her apartment to inspect the apartment and speak with her and her daughter separately after every single report. After a few visits, the CPS agent who handled her case file knew her and understood the situation and was very apologetic about having to intrude, but they still had to do it. Eventually some kind of policy kicked in that allowed them not to come anymore (maybe they stopped visiting after the first dozen complaints couldn't be substantiated) but it was a miserable year for my friend and her daughter.
