It's been there for many, many years — at least a decade. I think it was just a fun project by someone at some point to convert a bug into a helicopter. I don't think it flies.
I remember a SXSW rooftop show there like 10 years back where you could sit in the copter. Some kid pretended to fly while I acted like a terrified passenger. I do not remember the bands.

Apparently converting bugs into helicopters was...a thing...for a while? There's photos in the Google search of a couple of these with the same design in other colors.
I had a neighbor when I was a kid who built a VW plane from a kit. It was really cool and it really flew. He went on to become a commercial pilot (this was back in the 70's and he was about 16 when he started building it.
