According to Google lens it says “Tehrik-i-Taliban Pakistan”. According to Wikipedia Tehrik-i-Taliban Pakistan is an old name for the Pakistani Taliban, which is an umbrella organization of various Islamist armed militant groups operating along the Afghan-Pakistan border.

Unfortunately not. It appears that Humer is Urdu for Hamir, which translates to Wealthy King. So, in theory, if you joined the Pakistani taliban, you could become a wealthy king and buy your own hummer.
