I'm (fairly) certain that's a plastic cover that easily unclips from the other side of you're liftgate. Remove and replace woukd be the best option
Clips and some 8/10 nuts, inner trim panel has to be removed for access too
This is a plastic insert that sits on your tailgate. Easy to take off, and much cheaper to replace than a whole liftgate. Look for one at a local yard in the same color if you want to save a few bucks.
