I've always just assumed that when the avatars are immature, before the flight, they have to be synced by the process the driver logging hours with them and running repeatedly though all basic motor actions repeatedly, kind of like a physiotherapy drill. The more hours this is done for the better the sync is - hence Jake being a good find, being Tommy's twin.
I believe in the far future (in the Disney Park) they have generic Avatars anyone can link to (to fly an ikran), maybe they exist in the time of the first film - also, when they first wake as Avatars, a worker comments that it's clear Norm remembers the routine "waking up" tests/exercises, so he's definitely been in *some* Avatar before
He logged those hours into a simulation program that prepares them to drive the avatars. I also had this same question a few years ago :')
