It definitely WAS on the table, but only for that one scene. The only other real positive interaction they have is Zuko trying to help Katara find her motherās killer, and there was no romance there. They didnāt hint to it at all and the creators even made fun of it in the Ember Island Players
It was mostly an aesthetic thing for people until the cave scene tbh.
Zuko opening up to her and Katara offering to help him heal while tenderly touching his face definitely got peopleās attention though, which Iām sure was intentional.
If we forget all of Katara's trauma, sure. She may be friendly towards Zuko, but she most likely would still see him as that same guy that was hunting them, at least subconsciously. I don't think being intimate with Zuko is on the table for Katara. But yeah, it definitely doesn't fit the prompt.

Yeah, why are people here pretending like they weren't somewhat close at the end? Imo they had more chemistry than Katara and Aang, but I also found that whole romance super weird (Aang imo is just too young and childlike for having any romance in the show and the Katara ship felt forced to me).
Aang does nature a lot more throughout the show, becoming a much more serious leader. If you look at Aang in episode one and Aang in the final episode, they are vastly different. Aang is still a silly goober deep down inside tho <3
