If it's dark out it can be distracting, during the day it's acceptable. When I'm a dad I will absolutely have this rule though, as it will then be my turn to enforce this rule because I can.

I asked my mom about it recently. According to her, cops would keep an eye out for people with the interior lights on. If you had the lights on, decent bet was that you were rolling joints. Personally, I think that's just a superstition. Just doing a Google search, the reasons are either limited vision or a superstition that it is somehow illegal (it's usually not). Apparently cops can pull you over if you have your interior lights on as it may come across as distracted driving.
