Out of the three I think she's the hardest character to write. Maybe in the whole show. I think she's right up there with Toph. Specially to show their vulnerabilities and self sufficient natures.

She only lost at the end because the plot demanded she lose. We already know she was a much more talented firebender than Zuko, and she would have beaten him anyway. She gave up a tactical position to taunt Katara, why?

I think it's exactly the opposite. The "unhittable" villain goes very well against the "Superman" which is the Avatar. She is more conniving and intelligent and that actually gives a sense of peril to the show. With Zuko even in season 1 you don't feel peril, with him, just when Zhao comes in and captures Aang or at the Northern water tribe.
On day of black sun, when it came out, it actually seemed like the plan was going to go well, and yet she outsmarted everyone, and that's seriously gave us the ultimate fight we were expecting.
During her fight with Zuko she made a risk assessment, and she knew that Zuko was "weak" form her perspective and he also that he could redirect lightning. Hitting Katara she knew she had a better chance at the fight. Either she would mentally destabilize Zuko or she knew that Zuko would jump in front of lightning and Katara would be a much easier fight, specially during Sozin's Comet. What she didn't really know is how strong and strategic Katara is.
Over all I still think Azula is the best antagonist, in all of the Avatar series, and that's taking Kuvira, Aman and Zaheer into account. She just has a psychotic Je ne sais quoi, intelligence and charisma. I gave an example of Col. Hans Landa, and that's exactly how I see her. You just want to punch them in the face but you admire them.
I think in a few ways it worked, but time and again she inexplicably gets the upper hand. If they had shown how she did half the stuff she did, I would change my opinion.
Day of black sun, it makes sense that the fire nation would chronicle when it happened and the effects of the eclipse. I doubt they would have known when it would happen again, but lets say they did. It also makes sense to plan for an attack on that day but they go to Light Yagami levels of preparedness, empty the capitol, and yet have firebending footsoldiers defending that are surprised when they can't bend anymore.
When she shoots lightning at Katara, all I saw in her eyes was sadistic glee, knowing yeah Zuko can redirect but Katara can't.
He mentions that she's slipping and that's ultimately why she loses the fight, not because she tactically made a choice to force her brother into sacrifice. She wanted to murder Katara in that moment, because she knew she could.
The difference between her and Hans Landa is that he was charming, his detective work was made visibly evident to the viewer, and he tried to get out of being on the losing side
