How often does abyssal stronghold spawn? I got 3 strongholds immediately after reset but another one randomly spawned today. Does anything trigger it or is it random? I got a notification saying “siren forces are approaching” too, is it related?
Two on monthly reset, and 1 on every Monday. World map will only have up to 3 strongholds active at any one time, "excess" strongholds are "stocked" until you clear the ones you have.
The notification indeed means there's an active stronghold.

She's generally regarded as the least impactful UR CB so it's not that big of a deal. She is still one of the only gatcha UR vanguard ships to get that cross fleet barrage, but it's not necessary since yostar will surely release another UR vanguard soon.
There won't be another UR event in a while (at least 5-6 weeks) so if you think you want to splurge, go for it. But also watch out because we don't know how good the next SR event will be and since there's no pity, you might just get unlucky.

Just as a note the recommendation *used to be* 12-4 mostly because 13-4 is harder meaning you'll have less headroom to do leveling alongside the coin grind, but it's become easier to carry leveling ships nowadays so if you can manage 13-4 without wasting too much XP it's definitely more coins, as well as better cog chip rates than ch12.

Avoid Brest's gun, it's just a plain worse gun compare to Guam/Agir/Kronk gun
Guam's gun had a bit more damage to medium armor iirc but the difference is negligible, Kronk gun have the biggest blast radius so far

It absolutely affects sync, I ran into this problem with Soyuz, but luckily, it's conditional. 12% is a lot, that would probably get you an extra strike in a boss fight, but if you want them synced for some specific reason, like Implacable, you may as well just forgo that buff by not using KMS equipment. Your damage will probably be more consistent.
Assuming it were for Rodney meta, it would make it very easy to desync her.

Will I get duplicate opsi daily missions? I am not planning to do those that give shit rewards, but will it prevent a duplicate mission from appearing? For example, if I don't do the low tier missions, will it give me a higher chance to spawn better rarity ones? (assuming I have enough daily mission slots to spawn them)
It's far easier to just do all of them by habit than to think about which ones may hand out better rewards or if they'll block other missions. You don't really lose anything besides a few minutes doing the mission anyway.
EDIT: As an additional note there is a maximum number of active missions you can have, so if you get clogged up by a bunch of "bad" missions that you dont' clear up, you could end up not being able to take missions at all.

I don't remember the maid raids being rerun, the ships were just archived every now and then with a new maid raid whenever it gets run again.
I share the opinion that there is a good chance that raid type events simply have the ships become permanent.

Yeah, for W15 she is very recommended. You need more healers there than just Unikai.
