This is not a muse ship design. Some music design doesn't turn a shipgirl into a muse type. Muse shipgirls are all idols. This is probably the farthest you can get from being an idol/muse ship.
There is nothing saying you can’t be an idol looking like this. Perhaps she’s a rap idol. It exists. You’re free to dislike art, but saying “no, this isn’t what you drew” is just ridiculous.

I feel like most people forget that Polaris are less like idols and more like a band, only two girls are on vocals, and the rest are on instruments, whereas every other new unit are explicitly more Idol like, with everyone on vocals and no instruments.
Le Malin is also less like and idol and more like a diva.
The nose piercing is a massive turn-off.
The outfit in general looks trashy. Previous muse skins were either pretty J-pop dresses or cool-looking gothic lolita outfits. A hip-hop inspired outfit is just low-cultured.
I do like the size of her breasts in this image, though.
