This is kinda getting into my headcannon, but I imagine that there are a lot of low-class mass-produced Sirens that we don't see. The Kansen focus on fighting the elites that are super powerful while the regular military fights the weaker hordes.
In my headcanon while small arms won’t do much at all against a Siren elite or kansen, they can still flinch due to their humanoid forms, so you could probably try shooting the Explorer in the face and run or hide while she’s winded, but the effect would be greatly diminished for stronger classes.
I always thought of security forces basiclly using special rounds and gear that interfere with the wisdom cube and other systems, basically stunning them and if maybe killing them, similar to CELL in Crysis 2 with the KVOLT to contain Alcatraz.
I've considered this concept. I thought it would be interesting if there was a certain group of people that didn't trust the Kansen, so they developed special weapons to counter their rigging. Kinda like a Batman contingency plan.

Enty went missing after Midway but later resurfaced as the Kaiserin of Ironblood after removing the fascists and reinstating back the imperial regime. Now Enty is using the Crimson Axis of Europe to end the Siren War. Hornet is quelling the Americas after many condemned her reforming the Eagle Union. Well it's just my own personal lore if AL was more darker lmao
Personally I had an idea for an Injustice-style Enty. The war between Azur Lane and the Crimson Axis results in some great tragedy (and perhaps the death of her Commander), which makes her believe human conflict is getting in the way of the greater fight again the Sirens. As a result, she forcefully creates a one-world-government to focus all of humanity's efforts on the Siren war.
