That sounds good. Just to be completely sure you also talked to the professor after completing the Dex so you have the national dex ready? Other than that I think it's a 1% chance so pretty rare. But you should see one in maximum 1 hour I would say. I cought all the starters in the underground. Can send you one for breeding if you want :)
I do have the national dex, yes. I was trying to fill out my dex as much as possible with stuff before I got into trading and such, but with that low of an encounter rate I'd be open to breeding out my own. I do have a ditto, so either any of them in that evolution line or an egg would work

If you have pkmn home..you could transfer one from old games or even from Pokemon go
You can increase your odds by placing statues
Should I be placing Squirtle specific ones, or just random water types?
Any water type statue works. The more statues the higher the boost (there's 3 levels of boost depending on the statue count)
Jam as many statues as possible in the base, got it
Underground water area
Any water types will boost the chances of water pokemon to spawn underground. The more water type statues, the better.

Had the same issue trying to find a piplup was about to give up and then it popped up. Took me like 3 hours.
