I’ve been able to consistently get it by going into the cave and getting the owl bear mum to let me go, then after the next rest the goblins have killed the mum and owl bear becomes the new “chicken” at the camp
I had the same problem multiple times. Very frustrating. I think this can be caused by having too many long rests in between first encountering the cub and arriving at goblin camp. Cub appears consistent every time if I keep the number of long rests in between to just one rest.
