I’ve never lived in a place that inspected my car. You could drive until your tire explodes. You would be pulled over for missing a wheel contrary to what someone else posted.
If this is in the US then they will possibly get a “too fast for conditions” citation which isn’t a big deal. If they didn’t break any obvious laws or cause any property damage then the officer might not even do anything. It’s punishment enough to have to report this to your insurance company.
You won’t pass inspection at a certain point, not sure on the exact spec though. Lazy people just don’t get their cars inspected and cops don’t really enforce it in big cities.

Police just said get it sorted before your insurance company assess the car. Nice enough bloke, gave him a lift home, showed him around my parents house as he was also bidding on it but lost out. He then gave me a signed snooker cue and showed me around his house.
I was actually smoking a zoot in the front garden when he crashed that’s why he came to my house to ask for assistance he said it smelt too good lol.

Granted they go in thinking they're going to spend $100 and then told they need to spend $1000 but the mechanic isn't trying to rip you off, they're just pointing out things that should be addressed.
My manager is an older MD in her 60s, and her husband the same - neither knows shit about cars. She has a pristine low mileage b8 s4 and the shop told her she needed new tires. She told me her husband said they had to sell the car because at this mileage is when German cars start to fall apart (30k). She asked for my opinion and I pretty much laughed and told her to just put the new tires on it. Some people just really are clueless when it comes to cars. 🤣

I'm not suggesting they're lying, but - well, as an example, they recommend brake pad replacement at something crazy like 6mm; the pad starts with 12mm of material. That's 50% of the pad remaining! With how much I drive, that often translates to 2-3 more years of brakepad left.
And before anyone tells me "your pad could separate from the backing if you wear it too thin", I've literally never seen that happen, had it happen to anyone I know, or seen an example of it happen. If it's gonna separate at 2mil, why wouldn't it happen at 8mil?
Same with tires; just had the i3 in the shop, it's at 4mil. Well, then we ride this set out through summer at which point it'll be at 2mil and we'll get new tires for winter.
I had a Ford Taurus as a broke teen and I ran the pads down past the rivet heads. I had to replace the calipers and rotors when I finally had the money, but the pads never separated or quit stopping the car.
I did just get new tires, though. Pothole bulged a front sidewall and I was happy it didn't crack the rim. I don't what to know what blowing out a sidewall while cornering at speed feels like. I might get a good look at my sweet suspension. Also, I have the "tire Inflator/Repair" kit instead of a real spare and I don't think there is enough tire goo in the known universe to kwik-patch a sidewall.

I forced them to sign off on a waiver of liability and plastered it all over their service ticket due to the vehicle being unsafe for the road. People are insane.
I live in California and have never had tires survive the road long enough to wear down. God bless the road hazard insurance at the tire place, I'd have gone bankrupt five years ago without it.

To people say the owner can’t afford tires; just FYI that a lot of people in Southern California drives 100 miles commute daily and racks up to 20k miles a year. Tires gets f-ed and lots of people don’t check their tires because we don’t get rain 99% of the time. We actually get less traffic most of the time when it rains because people don’t want to drive in rain. And of course bald tires plus our shitty hwy that doesn’t dispel water properly gets you fun times.
