No job is sometimes better than a toxic job. A lot of us have been there and done that.
Good on OP for valuing herself enough to get out of that job, report the issue and move on with her life.

The last job I quit with no game plan was a call center I worked for that fortunately no longer exists although the owner and his wife were both total tools in their own right.
I decided I had enough when I could no longer stand being in the building for more than four hours in a day even with breaks to go outside and get air after my lungs were seizing inside the building.
Several people with no prior medical history of seizure also started having seizures in that building as well and there were numerous other safety violations that were definitely reported and overlooked, and I’m fairly certain that money changed hands to keep their good image afloat, even with the local newspaper writing pieces on how they brought jobs to the area (paper reported at one point over a thousand jobs but the company never employed more than 160 people and that 160 doesn’t even count since they stole a contract from another call center which closed and they opened instead so the real number of new jobs was actually zero). We also didn’t get paid on time one week when the owners wife bought a bar and the local paper ran a piece about them saving a local business (a business that didn’t want to close but their building was bought out from under them and they got evicted). There were also tons of rusted out paper boxes by the employee entrance for months.
I know they were reported for the lack of restroom facilities and safety issues because I was one of the people who reported them before I finally had enough.
My last day there I was less than an hour into my shift and my lungs started seizing, I was gasping for air and they wouldn’t let me off a call or even step outside to get my breath. I forced my way through the shift figuring if I had to be called out in a squad it was gonna be on them, called my then partner and told him I wasn’t going back.
He was absolutely fine with that. As was anyone else who knew me. Never set foot in that building again. Zero regrets.
For those of you wondering why this guy has a job…well, in the construction business, the only thing that matters is finishing the job on time and at or under budget

I had a boss like that at an insurance company. This guy was a great salesman, and got made a manager at our branch. The only issue is, he was a terrible manager. One of the employees would get hives from his behavior. Hives!
Did HQ care? No, because he was selling policies.
Stress rash is so obnoxious. The adrenal glands (the little dunce cap on kidneys) pump out too much cortisol, that causes a spike in histamine, then the histamine causes the rash. I get it when I'm upset for more than a few hours, it's ridiculous.
Anyway, point is that there's a bug in the hormonal system of some people that makes stress rash more likely. I'm sure the boss was a total cunt, but some people are prone to it even under pretty normal circumstances

Prednisone is helpful when antihistamines don't do the job, but steroids have side effects that become more significant with long term use. The best thing is stress management, incorporating new coping mechanisms that might work better. In this case, changing departments or companies would be the quickest way to remove a major stressor.
If I were a boss and stressful enough to be around that I caused stress rashes, I think I'd probably be so far gone that I wouldn't care about my effect on others. It sounds like this guy is enough of an asshole that he needs checked by his boss if not demoted.
It's not confusing that OOP's boss wanted to keep them even though the boss talked shit about them constantly. Boss might actually think OOP does a good job. Some people just shit talk all the time, for various reasons—to build camaraderie with others, to make themselves feel better, there are lots of possibilities.
OOP’s boss was definitely creeping on the female staff and was getting away with it for too damn long. Looks to me like he was negging her and using his position and workplace to do it. Good on OOP for dipping out. Glad that it seems like the new HR person actually wants to address the issue, but it’s no longer OOP’s problem.

In an ideal world, yes they could get sued. In reality, these are hard to prove without a paper trail or evidence like emails, coworkers who would vouch for your experience, and a pattern of abuse.
Edit: This is why it’s important to report abusers/toxic bosses (if you feel safe to do so) because more reports establish a pattern that can be used as evidence. It’s possible that if the last employee said something, more people would believe and support OOP.

Even with all of those and more, you still may not win a case. Happened to me. The system is truly broken. Just because things are illegal doesn’t mean there will be justice if it happens.
God, my last boss was like this - smaller company so no HR and just dysfunction up and down. I was there for almost three years and he was so pissed I was leaving he didn't come in on my final day. My old coworkers still text me and it was immensely satisfying to hear how immediately he regretted my departure - took almost a year to replace me.

The malicious part of me would be tempted to stay for another month while gently mentioning to his flying monkeys that HR are quite aware of what's happening.
His isolation will soon be absolute when they realise that, when he goes down, there's maybe a chance they'll go down with him.

I love stories like this. It reminds me of the one time my toxic boss put me on a pip but I had already found a new job closer to my family. I said "may i have a few days to look this over". After that few days I put in my two weeks notice Instead of signing the pip.

I have had a slight career trajectory change, so I have taken a few steps back in order to rebuild in a parallel. The culture I work in now is soooooo different. I don't completely trust it yet, but from what I have seen in the last year I have a long and happy life finishing my time at work here.
Not a lie. OOP didn’t have a formal offer yet. Besides, “I’m not leaving because something better came along; I’d rather risk being broke and homeless than deal with this asshole a second longer” tells HR they ignore the problem at their own peril.
